The bill (Reg. No7418) submitted by the Cabinet of Ministers, envisages the improvement of the licensing system in construction at the expense of:
Reduction of the quantity of licensing and coordinative procedures, reduction of their passing time and quantity of necessary documents;
Implementation in the licensing system in the construction of the principles of tacit agreement, single window system and organisational unity;
Conduction of certain types of economic activity without licensing documents on the basis of declaration of physical infrastructure correspondence to the legislation requirements;
Personification of architectural activity subjects liability; gradual transition from the licensing of economic activity, connected with the construction of architectural object, to the professional attestation of the certain construction managers;
Deregulation of economic activity through the delegation of a part of authorities from the state regulation and control to the self-governing organizations.
The bill envisages amendments to almost 30 legislative acts and drafting a number of subordinate legislation drafting
The People´s Deputies stated that the bill needs certain elaboration.
The Committee members suggested consideration he remarks while bill´s elaboration for the second reading and recommends the Parliament to adopt the bill in the result of the scrutiny in the first reading.
